Bush's vision.
He has no shortage of the "vision thing". I think I know where this AIDS thing fits in. He may be trying to "win over" Africa from Islamic forces. Part of his terraforming plans for the globe.

You are exactly right Paradox, but don't expect many to see that. He's fighting terror on all fronts.

You're reading way to much into it...

You can't "win over" muslims--you must "convert" them..

"The president's emphasis upon anti-retroviral treatment represents a true paradigm shift and is to be wholly welcomed," he said. I see it differently. It's a move away from prevention, etc., to a "paradigm" of drug company subsidies. It' for the drug companies.

That's what I saw from AID assistance in Africa to hydrogen powered cars. He pratically blew me away on the scope of what he wishes to do to shape America. Calling on American men and woman to serve as mentors, faith based initiatives, etc. I loved his defense of tax cuts and the effect on the economy. The domestic side of his speech was a bigger surprise than I had anticipated.
But I can't help but feel a little apprehensive at the scope and money involved in the programs proposed.
