I think a formal declaration of war would be in order. I agree that one is not required, but I think the situation calls for one from a "spiritual" standpoint if not a practical one.

The President has already said he will return to Congress for an address specifically concerning Iraq and the War on Terrorism, sometime after Feb 5.

I would expect him to lay out the case in more detail at that time -- which might immediately precede action in Iraq.

If Congress chooses to do something more "formal" at that time, I suspect it would be welcome. But I very much doubt the administration will ask for it.

They have in hand what is tantamount to a declaration. Seeking a second authorization would be an unnecessary complication.
