It's sounds like the classic "be nice to the girl" situation that Rush alsways talks about.
Take kvar's advice...there is no winning. I woud cancel the show-down meeting....you will have a hard time winning....he'll think you are just a hard-nose.
Shine and be big-hearted in your committee meetings, showing that you get along with EVERYBODY, and throw a "bone" to the "chick" with a compliment on her work every now and then, if warranted.
I am just a housewife with opinions out the whazoo....ignore everything I said above...I know nothing about the workplace!

I'll ditto this advice. Remember, politics is polite warfare, and a gripe session about JTA will just put your boss in the corner. That's bad, because it'll force the issue, and I can guarantee it won't be in your favor. You become the troublemaker vs. JTA.
Breaking things to prove her incompetence is bad, it can easily backfire on you. If you arrange for her to take on tasks that are beyond her technical ability, it's your fault for not helping her succeed.
Remember, there is a fine line between know-it-all and smart-ass. I'm more impressed with someone who knows a lot and says a little, than someone who runs their mouth constantly, even if they're right.
Other people at the company are probably on to JTA as you are, but don't expect help. It's dangerous these days to speak ill of [women, minorities, disabled] when they are incompetent.
Cultivate your relationship with the CTO. He can be a powerful rabbi, but don't expect him to take your side over one of his managers. It doesn't happen. He may, however, move you somewhere where your unique talents bring more value to the company. For this to happen, you have to not be involved in a pissing match with your manager/JTA.
