More like interstate trafficing. He reached out across state lines through the channels of interstate commerce to hunt jailbait. That brings in Uncle Sam.

This has all sorts of possibilities.

First, it lets the feds know exactly how Ritter may have been compromised in Iraq.

Next, it allows them to question the assistant DA and find out WHY she cut this deal.

Then, if said deal made no sense, the assistant DA can be investigated to see who she hangs around with.
