NO. I can and will blame GWB. He can sign an executive order to get the National Guard on our borders and to deploy other forces. But he hasn't, why? For one reason, because CONGRESS controls the purse strings. I'm sure there are others, like going through channels to make laws so they can be inforced rather than by fiat.
