"Contacting foreign countries takes some doing. This thread attempts to provide some practical suggestions.
"For starters, for those of you living in large cities, there may be a foreign consultate in your area. You could give that office a call and ask them to make note of your comments. Their embassies in Washington, D.C. may be contacted as well; here's site with information on those. In addition, many foreign goverments have web sites with links for feedback. Here are a few, in no particular order:
