It's tabelizing just fine - one flag per row - just like you asked it to ;). The <tr>'s bracket each row; to put multiple flags on a row, put multiple <td><img ...></td> inside a single <tr> bracket. That is, remove most of the "</tr><tr>" breaks.

The proper proportions of a U.S.Flag are 1.0 to 1.9, I believe. So if you are specifying both the height and width of the image, better to specify (since 120 * 1.9 ==> 228):
<img height="120" src="http://www.workmall.com/flags/united_states_flag_files/us-s.gif" width="228"> yielding:
