The French are the perfect target. Their leaders and politicians are corrupt and the Iraqis have lots of money for bribes. The French have finally realized that they have very little role or clout in the new world and have opted to join the 5th Reich and, forever, in effect, give the Germans a national lewinski.

They know that nothing they do will have any long term effect on what we do or what the outcome will be and Iraq is paying large amounts to those who do it no harm and larger gifts to those who help.

Precisely. As is the rest of Europe for an IRBM. Regardless of WMD payload type, there would be havoc. Even an ersatz (noninfective) bioagent warhead would wreak economic havoc across the region until the agent could be identified.

The real thing would change the face of Europe like the Black Plague.
