One thing that he didn't mention is how education is tied to population control; some of the references run straight from population control right into dumbing down the populace. They were very clear that the conquered people were to be kept as ignorant as possible, saying that they should only learn enough to understand traffic signs. The central planners for our schooling system can't get by with edicts like that, so they end up saying, "We'll spend $11,000 per year per student, and if 75% of Black fourth-graders are illiterate, then next year we'll spend $12,000 per year per student."
