Which is what the group will inevitably do, because such is the nature of democracy. That is why our country is supposed to be a republic, not a democracy, which IS mob rule whether it is tyrannical or not. What the author describes as possible results of a "bad" democracy are actually the inevitable results of all democracy in the long run, and the reason why it ought to be avoided altogether (the only option in some places, at least for a period of time) or put in a reasonable system of checks and balances with the elite, as in a republic.
