They want nukes but will take a dirty one if that's all there is. It's so easy to contaminate Wall Street/Manhattan with one. And to spiff it up a bit load some anthrax into it. Make the explosion real lazy so it all gets spread around/ not incinerated. A moron could put together a dirty bomb.
