The cause of this is rather simple. Black children, as a percentage of the school age population, have increased over the last 30 years. Hispanic children, as a percentage of the school age population, have increased over the last 30 years. The problem is that there are not enough white kids to go around.

The possible solutions are: 1. to force whites to have more kids, 2. Force blacks to have less kids, 3. Decrease hispanic immigration. Hmmm, not very appealing!

Wait! There's another solution! Why not just recognize that the majority of hispanics are white? If you run the numbers, classifying hispanics as white, I'll bet there is more integration today than there was 20 years ago.

Case closed! Problem solved!

Actually, the problem is economics. The black illegitimacy rate is near 67 percent. Single mothers are at the bottom of the economic ladder. Poor people live in poor neighborhoods. So more blacks live in poor neighborhoods. Hence, more blacks in schools than whites in those neighborhoods.

Asians do not suffer from high illegitimacy rates. The are higher in the economic scale. They end up in more affluent neighborhoods, hence are more integrated.

Two parent families survive well in our society. Single mother families do not. It is a cultural problem brought on by government that destroyed the coherence of black families.

Then you have White flight out of crime ridden HORRIBLE school neighborhoods to add to the problem. Memphis has the WORST schools system in Tennessee 68 will be taken over by the State in 2004. They get the MOST money from the State as they are the biggest school system. They get 3 our of every 4 construction dollars that Shelby Co. spends to build a new school. They spend TWICE as much as Shelby Co does to build the same size school. WHY????? They have to make their schools look pretty..glass curtain walls, murals, atriums, etc. While Shelby Co builds plain Jane schools. They spend just $7,500 per pupil. Shelby CO spends $6,500 per pupil. Shelby Co acutally produces a fairly educated child. Shelby Co has a typical population mix norm.

Memphis is going to spend DOUBLE to air condition 2 schools. They constantly whine their schools are falling apart.

DUH simple QUIT PAYING DOUBLE to repair and build new ones and use the extra money to repair MORE schools.
