As for domain registration, check out godaddy.com. They are dirt cheap to register a domain (something like $8.95/year, $6.95 if you pay for a certain amount of years ahead of time).
Finally, I found Netscape's Composer to be EXTREMELY helpful when I first started out. You can do a wide range of stuff with it (but nothing really fancy). Generally, I start a new page in Composer, get the basic elements on there, and then edit the fancy stuff in with MS Notepad, though knowledge of HTML is needed to do so.
