If you look at the last 18 months or so, Bush has outmanuevered his far more intelligent opponents consistently.

I think it might be a bit more accurate to to refer to them as:

his supposedly far more intelligent opponents

or

his allegedly far more intelligent opponents

One test of effective leadership is for one of reasonable but not spectacular intelligence to be able to effectively recruit and herd geniuses or near geniuses, or the merely very smart.
