"When people have these weapons, our concern is that they tend to do dumb things with them." Personally, I'm more concerned that we could an incident with these people who can talk. When people have the ability to talk, my concern is that they tend to do dumb things with it.
Apparently this guy is a 'dumb thing' and therefore an expert on such things.
