Many of his constituents in the Tucson area are Mexicans or Americans of Mexican descent. He has many partners, overt or otherwise, in government positions in Tucson who feel as he does that the Mexicans must be supported at any cost.

It is my personal opinion that he is courting the Mexican vote, which guarantees him a position of power in Southern Arizona politics for many years to come.

So, in answer to your question, I strongly believe he is working for himself and using Mexico as a tool to achieve his objective.

Obtuse enough? ;^)
