That is completely bogus. The problem can go back to the "Great Society" and the fallout from that! The Great Society destroyed the Black Family. It encouraged bastardy. Children are out of control because parents don't give a damn, teachers can't give a damn and the teachers unions just want the power and dues. And on top of it, the liberal elite are using the schools for social engineering and test beds for campy "educational methods".

The basics are oh so passe!
