IN gambling, as everyone knows, you have to pay to play.
But do you have to play to pay?
Do California's casino tribes have to play by the state's rules in order to pay campaign donations to statewide candidates?
The state's Fair Political Practices Commission is tackling the issue by means of a lawsuit against the Agua Caliente Band of Cahuilla Indians, which operates two casinos near Palm Springs. At a hearing in Sacramento last week, a judge took under submission the tribe's motion to dismiss the suit.
