Where is the full funding for the yearly testing? Where is full funding for everything it requires the states to do? If the federal goverment is going to require the states to do something it should cough up the money to pay for it.

Aha! Dept of Education. The Dept ought to be defunded as being insignificant and none of the business of the Federal Government, but enough people apparently like the programs.
