I am not a military expert, so this all could be really idiotic, but...
I think that we should begin troop withdrawal from South Korea fairly soon. Our strength is our ability to project force in a flexible manner. Fixed vulnerable troops are not a good idea in such a hotspot, IMHO.
We are massively outnumbered in an unsupported ground war on the Korean Peninsula and sufficient support would take to long to deploy. We need to pull back and let South Koreans defend the border against the EVIL EMPIRE of North Korea. We can help from a safer distance.

I am not a military expert Neither am I, but I think you are correct and I haven't heard any experts explain why we should not say, "In and effort to reduce tensions with the paranoid North, and the ungrateful and soon to be dead South, we are going to begin a repatriation of our unappreciated troops."

I am not a military expert, so this all could be really idiotic, but... Not idiotic at all. There's one problem, the ROK JCS and military are probably squirming uncomfortably right now.
We do need to pull our troops out, starting with moving our troops out of Seoul further South, then pulling out our troops up North.
But make no mistake, as proud and deluded as Roh and S. Koreans may be, they couldn't hold off the N. Koreans right now.
