The problem you get into when you start issuing XO's is you get the Conservatives teed off. It's (to the best of my knowledge) an unconstitutional end run around Congress.
I mean, if you are going to allow the President to rule by XO, then what do you even need Congress for?
That's what's wrong about XO's..
What he should do about AA is make his position crystal clear in the UM case. Leaving no doubt as to where he (and by extension the Party) stands on the matter.
