The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.(Tenth Ammendment) Seems the states may place restrictions as the Feds have no jurisdiction. And if the States fail to address the issue, then it falls to the indivuduals.

Doesn't the Tenth Amendment reserve that power to the States?
