I wouldn't be surprised if Al Qaeda had cells that do nothing but create false rumors of imminent terrorist attacks. We waste energy and resources hunting ghosts, and rumors of a real attack would drown in the noise.

Does anyone know if this was included in the eventual Homeland Security Act, or any other legislation? I looked the copy over and didn't find it there.
