I dunno, I wasn't thinking of this tragedy in political terms but in human terms.
Actually, the mother is supposedly in the hospital, but the article doesn't say how long she's been there. Still, I think she's an unfit mother for leaving her children in the care of a monster who should have her children permanently removed and her tubes tied, but it's the monster, not the mother, with whom I wouldn't mind being alone in a room with a cattle prod and some duct tape.

I can't speak for Couric, but maybe you should read the article. The mother didn't lock them in the basement, and apparently the reason they were in this other woman's "care" is that the mother was severely injured in an automobile crash and hospitalized.
