Ratner: Unless he messes up the war -- I hope.

This seems to have been taken out of context. Not having seen this exchange (or even being familiar with Ratner's name), the immediate impression I have is that she was saying "GWB will be re-elected, that much is a given. But I hope that if he screws up the war he gets sent out after one term."
Some context for the questions just before her line would seem to be appropriate.

I saw the comment as it happened - the context in which Ratner made the statement has been accurately reported here, and in other threads (hint: keyword search "ratner" - and see previous discussion) - it is my opinion that Ranter indeed wishes for the war to "go badly" so Bush does not get re-elected. Someone needs to nail her down on exactly what she means by "go badly".
