Why is there still no Manhattan-Project-style effort underway to develop non-oil-based fuel sources?

Actually, this one is easy to answer: because there's no perceived crisis in the supply of oil. We have enough proven reserves for about the next 100 years and suspect that actual reserves are even larger.

We get "Manhattan projects" only under intense pressure, such as a major war. Absent such pressure, there's no political rationale for a crash program. BTW, that also happens to be the reason why the current space program sucks.

Agreed. It will take an Apollo-type project to rid us of our dependency on foreign oil--and I am all for it. It is a matter of national sovereignty and security. If we could become energy independent, we could let the middle east sink in it's oil.
