In Pennsylvania, it just about is that simple, at least in most counties (though not in Philadelphia). As I recall it was $19 for five years. Only hassle is that you have to stop by your local police station to get them to sign a card saying they don't know you to be a criminal. Then you take the card to the county courthouse, fill out a form, hand the two pieces of paper to a nice sheriff's deputy in a basement office, who snaps your photo (or you can bring your own), resumably he runs a NICS check on you, and about 3 minutes later he hands you your laminated license. Not that I think anyone should be required to have a license to carry. But compared to what I hear of some other states, the Pennsylvania routine is a breeze.
