The height of Powell's popularity was in 1996. He did not run because he did not want a rectal exam of his entire life. His wife did not want him to run. He would go through the same rectal exam if he ran as a VP. He simply will not do that. If you heard him today on Tony Snow, it wasn't an in your face comment, but he definitely blamed the Clintons for much of our current foreign policy problems.
