What are the points of contention between these "neo-cons" and the non-neo-cons" Mostly, it is a matter of emphasis. Some traditional conservatives are more isolationist, some not. The Paleos disagree with most of what I listed. Beyond that, traditional conservatives of the WSJ editorial page ilk tend to be more anti-redistributionist, more hostile to a social safety net, more impressed about supply side economics, more concerned about the evils of big government qua big government, more into subsidiarity (the devolving power to states and localities and away from Washington), and more cautious about government initiatives in general.
I wish there were other neocons around here to add their two cents, or disagree with my take on this, but I think I am the only real card carrying neocon on this board. :)

There are lots of "neo-cons" here, if your definition is used. The problem Pat has is not really neo-cons, and it's not really RINOs, either. Krauthammer is very liberal on social issues, but conservative fiscally and on defense. Kristol is not strongly conservative on any issue, as he will roll over on 'bout anything. The problem is semi-liberal Republicans who disdain conservatives who really mean it. That's why Kristol loves McCain, because McCain says the right things but really doesn't mean it. They "flexible", or "pragmatic", whatever it takes to gain and keep power.

The difference between most paleos and neos is race. WSJ is considered neoconservative by most paleocons because of its support of open immigration (not something I am in favor of). Frankly, most paleoconservatives are bigots. Paleos never accepted the the changes of the 1960s over race and immigration. Trent Lott was defended primarily by conservatives who consider themselves paleocons: Sam Francis, Lawrence Auster, Jared Taylor etc. Don't get me wrong; the current civil "rights" establishment is scum and I believe in lower immigration levels for all nations. Still paleoconservatives tend to disturb me and they tend to label anyone who does not accept their white supremicist doctrine as "neocons", which for many of them is a code word for J-E-W-S and their allies.
