At the same time, I am hearing that US citizens cannot own any property in Mexico.
Is this true?

Anything is possible in Mexico, you just have to have dineros.

Correcta-mundo, Gringos. You may not own freehold property in Mexico, you may hold a 99-year lease in the name of your Mexican partner.

In fact, Gringos, the entire concept of freehold private property is yoost a leetle shaky in Mexico, thanks to the ambiguously Marxist Constitution of 1910. ¿Es problema, no?
