My confusion is this: if firearms change ownership in exchange for renumeration AND without the legally-required paperwork (numerous forms; some federal and some state)...are not the organizers, one and all, guilty of illegal trafficking in firearms?

What would happen if someone dropped a dime to the BATF to inform that people were conspiring to exchange firearms for money (or equivalent) without the proper paperwork? Or that such an exchange was "in progress" now? Probably nothing.

Now I wonder (I am no lawyer)--could not a citizen make an arrest on this charge? Could not citizens photograph and film these transfers as evidence of crime?

Or is there a clause that exempts public officials from completing the proper paperwork and waiting periods which the rest of the serfs must suffer?
