How, exactly, does the U.S. Government not notice that a Social Security number is phony when it is asked to credit money to it?

We have all recieved our Social Security statement letters. If the U.S. Government still remembers how much money I contributed when I was in 10th Grade, how can the U.S. Governmemt not notice that a number has not been issued or is the number of a deceased individual?

If the illegal alien is using someone else's active Social Security number, the solution is very simple. The money should be credited and extra money should be paid out.......to the legal owner of that Social Security number. :-)
