I teach at an inner city high school in Los Angeles, and we offered the Kaplan test prep course for free to any students who wanted it. No arcane reimbursement procedure. No co-pay. FREE!! And even at that price, we couldn't find kids who would take it, and those who took it, didn't attend regularly. If you come from a culture that doesn't value education, all the test prep in the world --- free or otherwise --- is useless.

Unless someone WANTS to learn, the rest is useless. IF someone WANTS to learn, the rest doesn't matter that much.
Our culture does not value education -- at least the culture our kids exist in. As is the nature of all humans, we strive to conform and fit in. Check out what a teen obsesses over and you will discover what they value. By the time they enter the real world it's too late.
Tests work (to a point) because they offer competition as much as anything else.
