Privatization has been ongoing for a long time; it did not start with Bush (even Al Gore had some privatization proposals). Bush cannot take credit for that, except that he did not stop it.

And of course, making benefits retroactive increases the burden on those of us that work. Thanks President Bush.

But Bush's privatization initiative is conceded to be the largest in history. And the only thing Algore shrunk was the military.
