In denying food to families associated with the political opposition, Mugabe's government is essentially denying food to non-Shona members of the population, when the country is in famine conditions. This constitutes genocide, under the Genocide Convention, and obliges all other countries, under international law, to intervene to stop the genocide.

Tell me which countries are going to intervene. The best hope is for the Rhodesian ex-pats and the domestic opposition to Mugabe to hire mercs and retake the country.
