My own silly layman's sense is that . . .
IT WOULD BE WISEST AND BEST--MOST EFFECTIVE AND SAFEST--
to obliterate all the reactors and major military installations as well as top government buildings and people in one surprise devastating attack--unannounced, with no warning.
I doubt we have the will to do such.
BUT MY QUESTION IS--do we have the CAPACITY to do such a thing in your best estimation?
