Cops are cops. I think management in anti-terrorist organizations in all sorts of countries -- France, Germany, Russia included -- have a common professional interest in stopping these killers and that the officials in charge don't pay a lot of attention to the anti-American rantings of their political bosses.

Agreed. Canada is a special situation, because they are compelled to ALWAYS behave so as to SHOW their independence.
At the core, they KNOW that in a really BIG problem (their own defense) they will be defended by America. Canada, however, is a proud nation.
