Well you can certainly add things to the story that aren't there (as an outsider) and then make judgements about him.
He was there. It happened to him. He wrote his story.
You weren't there. It didn't happen to you.
That's all I have to go on.

He is a federal employee. He is part of the government.

Well, I don't believe everything peoople say happened to them. The tendancy of people is to give accounts that put them in the best light, especially if they distort. If you believe his account because he says so, well be my guest.
