The powers not delegated to the United States by the Constitution, nor prohibited by it to the states,

Looks like the people get the leftovers and that the people cannot prevent the government from excercising the powers given to it by the Constitution. As in the government doesn't need your permission for squat if it's already been given certain powers covering that specific act.

First, the people ARE the government, so actually the people have ALL the rights. Second, to the point of this thread, where does it state the government has the right to harass people while traveling so as to make the sheeple feel safe?
