"Fox and his coyotes" looks more like a bad pun than anything else. There are even high school sports teams named "Coyotes" so I don't think it's that much of an insult. There's plenty of room to disagree with the rhetoric of the article, but it's pretty clear that countries that don't watch and protect their borders are headed for trouble.

Our prof. hockey team is called "The Phoenix Coyotes". There's a jazz radio station here called KYOT (Coyote).
