These stories have been appearing for as long as I can recall. The Red Cross has NEVER had really good management- at least some things don't change, eh?

The FDA emphasized that anyone who needs a blood transfusion should get one, because the risk of forgoing a medical procedure is much higher than the risk of getting bad blood.

And FDA has been flexing their regulatory muscle for years, too.
Certainly some oversight may be needed.
If there was a serious threat to the blood supply, Red Cross facilities would be under lock and armed guard.
Makes me wonder if the RC problems are really serious/dangerous or if FDA just doesn't like managements' "attitude".
