Pay-per-view web sites will always have limited popularity, since content rarely rises to the level of exceeding the visitors expectations and their usually is free alternatives. It is a pipe dream of content providers to think that they can charge big bucks for something that isn't perceived as valueable.
The very nature of the Internet works against the access control necessary to impliment a manditory Pay-per-view web.
Of course there are content sites that do have perceived value that can get people to pay for content (use your imagination here), but even those areas are routinely copyright infringed or access codes subverted through mass distribution on newsgroups/distributed networking.
