I excerpted the article because we have a court agreement with the Washington Post to only allow excerpts of their writings.

If you spam an article to every topic, we will likely remove all of them except for one. The state topics are for issues specific to those states-- if you think it is relevant to every state then it does not belong in individual state topics.

Why didn't you just freepmail me instead of taking my question public? I did exerpt the article (it was 2 full pages on the Washpost website) and when I posted my question, I had just hit the [first] post button and it didn't show the exerpt or any keywords. My bad I didn't realize the software operated that way. But I did mail you privately. I deserved a private answer.
