It does seem OAS has left an out clause with the last half of that first item.

If Chavez attempts to alter the structure, then all bets are off from the OAS perspective, I think. They can't EXACTLY push for Chavez's replacement, but if he crosses the line they outlined in that first item, the one bolded, they might not shed too many tears for Hugo.
