An overwhelming scum population and an unarmed populice will demand that the Govt. step in and take over to save them..
IMO it is hoped by the ruling elites that the populace will willingly give up its freedom & in exchange that the Govt. save them from criminals..

And then, when you count on the police, they're never there. Defend yourself, and you get arrested. Sue the police for not responding to your calls, and the judge rules that THEY ARE NOT OBLIGED TO PROTECT YOU. (Have you heard of the book, Dial 911 and Die?)
