500 million foreign visitors a year? And it sounds like he's only talking about the ones who come through official ports of entry. This doesn't sound right -- I think this is another case of INS incompetence. Possibly what he means is 500 million VISITS a year, including many people who travel in and out of the country very frequently on business or as "local" tourists from Canada or Mexico. But of course from that figure you couldn't extrapolate that if 1% of a random sample shouldn't be getting in, then 1% of 500 million is how many individuals are getting in who shouldn't. You're still only one person, no matter how frequently you cross back and forth between countries.
Mathematical literacy obviously isn't a requirement for INS bureaucrat jobs.
