"It is almost a certainty that, in the coming months, Americans will face another attempted terrorist assault; an assault that could quite possibly be on the same scale as that of September the 11th, 2001," Sen. Bob Graham (D-Fla.). "It is a certainty that such an attack will be attempted," Graham continued. "The question is whether we'll do a better job of intercepting it before it kills more people than we did prior to September the 11th."
