Actually, wasn't there a substantial "hispanic" community in NOLA to begin with from Old Spanish colonial days? Aren't they called "creoles"?

Few of those are listed as Hispanic in the Census, though I suppose the Perez's may be, since that has still retained its Hispanic spelling.

However IIRC the Census takers in S La are not supposed to list persons as Hispanic if their ancestors were already in the USA before 1930, if they know any French or Portuguese, or if the generation over age 50 appx knows no Spanish!

Apparently, some with a surname of Gonzales were NON Hispanic, but if they had spelled it with a z, Gonzalez, they would be listed as Hispanic.
