In Louisiana, does "parish" mean what the rest of us know as a "county"?

Yes, and I believe ME may call counties "parishes," or they may have at one time. The "police jury" in LA parishes is the same as county commissions in other states. All this is from the Napoleonic legacy, which may also be the root of LA's traditional political corruption.
