The big difference is, when it was found out that the soldiers were mistreating Iraqi prisoners, there was a huge uproar condemning those soldiers, and they faced legal consequences in a military court.
So the answer is no, it wasn't "okay." It was heavily criticized.
We have yet to see such universal condemnation in the Islamic world of suicide bombers, let alone some form of legal action against terrorism.
